Palestine Economic Development Corporation (PEDC) is an affiliate of the Palestine Missionary Baptist Church founded by the late Pastor Earl Abel in the Palestine neighborhood of Kansas City, Missouri. PEDC is an established 501(c)(3) not-for-profit corporation with an independent board that functions as both a Community Development Corporation and a Community Housing Development Organization.

The late Reverend Earl Abel of Palestine Missionary Baptist Church envisioned the Palestine Village Continuum of Care Plan to serve the residents of Kansas City’s east side neighborhoods. For over 30 years PEDC has been a community development force that has provided housing and support services for hundreds of senior citizens in the center city. Its history of housing development includes independent living facilities on the Palestine Village campus:
Palestine Gardens: Section 202 Supportive Housing for the Elderly, 58 units, built in 1988;
Palestine Gardens North: Section 202 Supportive Housing for the Elderly, 60 units, built in 1997;
Palestine Commons: Affordable Senior Housing, 69 units, built in 2012.
In 1992, the Palestine Senior Citizens Activity Center added a facility for senior citizens residing on PEDC’s campus as well as in the broader community with programs that address physical, social and economic well-being, including:
Exercise programs
Health screenings
Adult education
Craft classes
Daily lunch service
Recently, PEDC has been awarded a Certificate of Need for a 39-bed assisted living facility to be located in Kansas City, Missouri. After a review of several locations and existing buildings, PEDC has determined that a new, single purpose building at the south end of the Palestine Village development is the most efficient and advantageous plan.
